How do I make EIGRP load balance without using the variance command?
By default, EIGRP will load balance routes that have the same metric.
Therefore, you must make your routes look the same by playing with bandwidth and delay.
If you have to load balance across, say, a FastEthernet link and an Ethernet link, you can use the bandwidth command to make them both the same.
Alternatively, you can calculate the two metrics, and apply an offset-list to the lower of the two to bring them to the same metric.
