No, access-lists will not restricted route-generated traffic

The link below (watch the line wrap) discusses the function of access lists, stating "Access lists can be configured for all routed network protocols (IP, AppleTalk, and so on) to filter the packets of those protocols as the packets pass THROUGH a router." (My emphasis on the word "through", not Cisco's.)

Presumably since you are studying for the CCIE Lab you are most concerned about routing protocols and routing updates. Blocking routing traffic can be done a number of ways (route-maps, distribute lists). Below is a helpful link, discussing the distribute-list command, which is a good place to start.
